Regulation of the Association "EURO PHOTO ART"
The present regulation was elaborated on the basis of the Statute approved by the General Assembly of the Associates dated 11.09.2013, document admitted by the Oradea Court by Decision no. 204 / A / 2013, remaining irrevocable on 10.12.2013.
Art. 01.- The association "Euro Foto Art" (abbreviated name AEFA), is a creative association with legal personality of private law, without patrimonial purpose established in order to defend the legal interests of its members, to promote and develop the photographic art under all its forms. It brings together natural or legal persons and it is an apolitical organization.
Art. 02.- The "Euro Photo Art" Association is based in Oradea, Piata 1 Decembrie no. 12, Bihor County.
Art. 03.- The Association "Euro Foto Art" is a legal person and operates on the basis of Law no. 246 / 18.07.2005 and other legal regulations in force.
Art.04.- The Association "Euro Foto Art" is a European Association, an individual member of the International Federation of Photographic Art (The International Federation of Photographic Art), based in Paris.
Art. 05. - The Euro Photo Art Association will collaborate with several similar Organizations from all parts of the world, based on the partnership protocols concluded. They will become Partner Organizations of the "Euro Foto Art" Association after signing and initialing the Partnership Protocol.
Art. 06.- The "Euro Photo Art" Association aims to:
a) promoting photographic art in all its forms,
b) highlighting the traditions of Romanian and universal photographic art,
c) defending the legal interests of the photographic artists,
d) organizing events related to the photographic art (photographic art competitions, national and
international exhibitions of photographic art, national and international festivals of photographic
art, colloquiums, symposia, creative camps and the like),
e) organization of introductory courses in photographic technique and art, respectively of
specialization and certification courses in the field of photographic art,
f) administration of non-profit cultural organizations,
g) editorial activities
h) organizing exhibitions of photographic art meant to present the nationalities of Romania, with
social, charity, disadvantaged persons, persons deprived of liberty and other photo exhibitions.
Art. 05.- The "Euro Photo Art" Association aims to:
a) creation and administration of the official website of the Association: www.eurofotoart.com
b) the operation of “Euro Foto Art” Publishing houses authorized by the National ISBN Center –
National Library of Romania,
c) administration and assurance of an exhibition program within the “Euro Photo Art” Gallery,
located in Oradea, Piata 1 Decemrie no. 12
d) organization of the International Photographic Art Exhibition “Eurofotoart”,
e) the organization of the International Photographic Art Salon “Bihorul Pitoresc”,
f) the organization of the International Photographic Art Salon "BihorEuroregion - Hajdú Bihar
Picturesque",
g) organizing the exhibitions of the photographic artists from “BihorEuroregion - Hajdú Bihar
Pitoresc”,
h) organization of the National Photographic Art Salons of the nationalities of Romania,
i) organizing the "Chinese Photography Week in Romania" and other similar events,
j) organization of the National Photographic Art Salons having as a generic: "Street People",
“People with disabilities”, “Disadvantaged people” and the like,
k) organizing the International Photo Festival "Carol Pop de Szathmári - Szathmári Pap Károly",
l) organizing the European Photography Festivals, dedicated to the Day of Europe,
m) editing the medals in gold, silver and bronze rank "Carol Pop de Szathmári - Szathmári Pap
Károly",
n) editing of artistic merit medals in gold rank numbered "Carol Pop de Szathmári - Szathmári Pap
Károly",
o) organizing events dedicated to the Day of Photographic Art in Romania (January 11),
p) obtaining the Statute of Public Utility Organization,
r) carrying out Projects in partnership with different Ministries, Embassies or other State
Institutions, the Romanian Cultural Institute and International Bodies accredited in Romania, or
from different parts of the world.
s) carrying out Projects in partnership with different Institutes of Culture Romania and other
Institutes from different parts of the world
Art. 06. - The "Euro Photo Art" Association may grant on request its patronage for organizing the exhibitions or those related to the promotion of photographic art, which will include at least one set of medals in gold, silver and bronze rank "Carol Pop de Szathmári - Szathmári Pap Károly ”.
Art. 07.- The "Euro Photo Art" Association may decide the affiliation to national and international organizations and may delegate representatives to different national and international events.
Art. 08.- The duration of the EURO PHOTO ART ASSOCIATION is indefinite.
Art. 09.- The members of the Euro Photo Art Association can be:
a) the associated members,
b) the beginner creative members,
c) consecrated creative members,
d) professional photographers,
e) honorary members,
f)associate members.
Art. 10.- The mode of acquiring and losing the quality of associate:
a) this quality is obtained on the basis of a file, which will include:
- the applicant's request,
- copy of the identity card,
- fiscal record,
- Criminal record,
b) the request will be analyzed by the first General Assembly of the Associates,
c) the acquisition of the quality of associate member is obtained after the simple majority vote of
the members associated
d) the new associate member will be notified in writing,
e) the associated members have a deliberative vote,
f) the quality of associate member is lost:
- following the death,
- as a result of serious deviations from the statute, the regulations for the organization and
functioning of the Association or if it has disclosed secrets regarding the operation
strategy of the "Euro Foto Art" Association.
Art. 11. - The mode of acquiring the quality of debutant and established creative member:
a) this quality is obtained on the basis of a file, which will include:
- the candidate's application, (standard form),
- curriculum vitae,
- copy of the identity document,
- a portfolio of 10 images,
b) the attribution of the quality of debutant and established creative member is established by the
regulation of organization and functioning of the Association,
c) newcomer and devoted creative members have the right to consult,
Art. 12.- The mode of acquiring the quality of a member professional photographer:
a) this quality is obtained on the basis of a file, which will include:
- the candidate's application, (standard form),
- curriculum vitae,
- copy of the identity document,
- the documentsproving that the candidate obtainedan award of artistic distinctions granted
By International Photographic Art Federations or National Photographic Art Associations,
- presentation of a map made up of at least 10 images, built on a good theme defined by
the author,
Art. 13.- The mode of obtaining the quality of honorary member:
- this quality is granted by the president of the Association "Euro Foto Art" on the proposal
Committee and is not required,
- Honorary members may be declared:
a) personalities who have special merits obtained in the promotion of photographic art
b) persons, who supported the activities of the "Euro Photo Art" Association,
c) publicists in the field of aesthetics or art critics,
d) personalities in the field of photographic technology,
e) art people.
Art. 14.- The mode of acquiring the quality of associate member:
a) this quality is obtained on the basis of a written request
Art. 15.- The way of losing the quality of the creative members (beginners and devoted) and the
photographer artist professional
- This quality is lost in the following cases:
a) upon request,
b) by not participating unjustifiably, for a period of one year at the activity in the field
photographic art,
c) by not paying the annual fee established by the GMS,
d) in the case of a definitive criminal/penal conviction,
e) as a sanction for serious deviations directed against the general interests of
association and non-fulfillment of the statutory obligations,
f) in case of death,
Art. 16.- The way of losing the quality of associate member:
a) upon request,
b) in case of death,
Art. 17.- The loss of membership and of the professional photographer artist is subject to the proposal of the Board of Directors, based on a Decision of the General Assembly of the Associates. The decision is final and indisputable.
Art. 18.- The rights of the creative members and the members of a professional photographic artist are:
- to participate in the activities initiated by the Association,
- to benefit from the support of the Association in their creative activity,
- to receive accreditations and powers of representation of the "Euro Foto Art" Association,
- receive different distinctions.
Art. 13.- The duties of the creative members and the members of professional photographer artist are:
- to recognize and respect the Statute and the Regulations for the organization and functioning of
the Association,
- to act only in accordance with the interests of the Association when they benefit from
accreditation or empowerment,
- respect the principles of professional ethics,
- comply with the rules of ethics and discipline of the Association,
- not to take actions that contravene the interests of the Association,
- to pay the membership fee regularly, within the established deadlines,
- to contribute to the promotion of photographic art,
- to support the activities of the Association according to its powers
Art. 14.- The "Euro Photo Art" Association is made up of natural persons,
Art. 15.- The governing bodies of the Euro Photo Art Association are:
a) The General Assembly of the Associates,
b) The Board of Directors.
Art. 15.1.- The General Assembly of Associates (GMS) made up of all the associates, meets annually, in the first quarter of the year. His work is carried out by statute in the presence of half plus one of the number of associate members and is headed by the president of the association. The GMS is convened by the president of the association, but may be convened by at least 2/3 of the number of associate members.
Art. 15.2.- The General Assembly of the Associates has the following attributions:
a) debates and resolves the aspect of the strategy and objectives of the association and the Board
of Directors,
b) debates and decides on possible proposals for amending the statute and the organization
regulation and the functioning of the association,
c) validates the Board of Directors every six years and recommends it in whole or in part,
d) validates the decisions of the Board of Directors regarding admissions, withdrawals or
exclusions of members and solves their complaints,
e) validates the decisions of the Board of Directors regarding the award of distinctions,
f) approves the budget of revenues and expenses, respectively of the Balance sheet for the
financial year ended and approves the draft budget for the next year,
Art. 15.3.- The decisions of the General Assembly are taken by simple majority.
Art. 16.- The "Euro Photo Art" Association, will award different medals:
a) the "Carol Pop de Szathmári - Pap Károly" medal (in gold, silver and bronze), offered as prizes
b) by organizers, within National and International Photographic Art Exhibitions organized under the patronage of the Euro Photo Art Association
c) the "Carol Pop de Szathmári - Pap Károly" gold medal of merit (numbered with a patent), which
d) will be awarded annually to photographic artists with special merits in the photographic art or to personalities with special merits in the promotion of photographic art.
c) the "Carol Pop de Szathmári - Pap Károly" gold medal merit medals will be awarded by the
president of the Euro Photo Art Association based on the proposal made by the curator (named
by the board of directors)
Art. 17.- The funds of the association are constituted of:
a) contributions,
b) fees for different courses,
c) participation fees for the events organized by the EuroFoto Art Association,
d) co-financing from some Organizations, Institutions, Ministries or the Government of Romania,
e) private and public resources,
f) commercial activities,
g) commission on copyright,
h) provision of specific services for the functioning of the Associations,
i) revenue from publications and exhibitions,
j) revenues from the sale of artistic photographs,
k) sponsorships,
l) cultural projects
m) patronage fees,
n) donations, etc.
Art. 18.- For the management of the funds and the patrimony, the association may have personnel employed or may conclude a Contract for the provision of services with other similar Associations, which has as activity thisobjective.
Art. 19.- The administration of the patrimony of the association is done according to the legal provisions in force.
Art. 20.- The dissolution and liquidation of the Association is done in accordance with the decision of the General Assembly of the Associates, within 15 days from the date of the dissolution meeting. The decision of the General Assembly will be submitted to the Court in whose territorial district it has its headquarters, to be registered in the Register of Associates and Foundations.
Art. 21. - The assets that are in the patrimony of the Association will be transferred in case of liquidation in the patrimony of the Photographic Club "Nufărul" in Oradea.
Art. 22. - The situations unforeseen in this statute are resolved by the Board of Directors, with the validation of the General Assembly of the Associates.
Art. 23.- The present statute may be subject to changes at the proposal of the associates and the board of directors, with the debate and approval of the General Assembly of the Associates, which shall be decided by half plus one vote.
Art. 24. - The members of the Associations of the Euro Photo Art Association are:

- TamásTóth - Vice-President,
- SorinTabacu, advisor
